Are predatory animals, (carnivores and omnivores,) more intelligent than grazers. (herbavores)?

I believe that the evolution of intelligence began when animals had to hunt smarter in order to survive. Tactics such as suprise attack or surround your prey are signs of semi-intellegent creatures. Am I right?
